Senior Project Manager US Army Corps of Engineers

Erika Powell joined the US Army Corps of Engineers (USACE) a second time in mid-2020, after working with the USACE in her hometown of New Orleans in the late 90’s. Erika has decades of trust-building with officials and technical leaders at the Federal, State and Local levels as well environmental justice communities, and has helped pioneer close to a 1 billion dollars of climate resilient projects in Louisiana and California.  Erika has also spent two decades in consulting and founded the San Mateo County Flood and Sea Level Rise Resiliency District, now an independent agency known as OneShoreline.

Oakland Harbor Turning Basins Widening Project

  • Estimated Cost $400-$500 million
  • Final Feasibility Report and EA estimated completion: March 2023
  • The Port of Oakland is one of the busiest container Port in the United States and has a total of six terminals. Overall, the maritime component of the Port of Oakland spans approximately 1,500 acres.
  • The project proposes to deepen and widen the Oakland Harbor to allow for bigger, longer ships, and to ensure the Port’s benefit to the local economy. Modernizing the turning basins to routinely accommodate larger container vessels is critical to meet the needs of the Port’s customers and stakeholders.
  • Widening improvements include new channel limits and additional bulkheading at the existing turning basins. The widening of the inner harbor turning basin impacts Howard Terminal, Alameda, and Schnitzer Steel. It requires new bulkheading for slope stability. The outer harbor turning basin widening would require dredging and would not impact any land properties.
  • Construction will involve landside and waterside work and is expected to take 2.5 years.
