About The Speaker:

Tilly Chang serves as Executive Director of the San Francisco County Transportation Authority. The Transportation Authority plans, funds and delivers improvements for San Francisco’s multi-operator transportation system. Its mission is to make travel safer, healthier, and easier for all.

Ms. Chang oversees the Transportation Authority’s administration of San Francisco’s half-cent transportation sales tax and other voter-approved funding programs. She also leads the agency’s county congestion management functions including developing San Francisco’s 30 year transportation investment blueprint known as the San Francisco Transportation Plan.

Ms. Chang is Chair of the Self-Help Counties Coalition and serves as Vice-Chair of the Transbay Joint Powers Authority’s Peninsula Rail Program Executive Steering Committee. She serves on the boards of the Intelligent Transportation Society of America, UC CONNECT Advisory Committee, and SPUR.

Prior to the Transportation Authority, she held posts with the World Bank, Metropolitan Transportation Commission, and a wireless technology startup. She is a graduate of UC Berkeley and M.I.T.

Speakers:

Alfonso Rodriguez, DTX Project Director, joined TJPA in July 2021 as the Downtown Rail Extension (DTX) Project Director following a career spanning three decades in the public and private sectors including executive leadership and project management roles. As Project Director for DTX, Mr. Rodriguez provides leadership to the project delivery team and through collaboration with partnering agencies and stakeholders, is responsible for delivering Phase 2 of the Transbay Program, the Downtown Rail Extension, that will extend Caltrain commuter rail and California’s future high-speed rail service to the Salesforce Transit Center in downtown San Francisco.

 

Anna Harvey, DTX Deputy Project Director, joined the TJPA in January 2022 with over a decade of experience in both the private and public sectors. She started out as a consultant on the final design and tunnel construction of the San Francisco Municipal Transportation Agency Central Subway project, then progressed to roles in program management and engineering for California High-Speed Rail. Ms. Harvey then spent six years working on a mix of funding, highways, and rail and station planning for the San Francisco County Transportation Authority and the San Francisco Planning Department.

 Camille Tsao, Capitol Corridor, Link21 Program Lead
Camille Tsao is the Link21 Program Lead for the Capitol Corridor. She represents regional rail interests on the Link21 team and is responsible for alignment of Link21 with the State Rail Plan. Camille has been working in the public transportation industry for over 20 years and has conducted numerous alternatives analyses and managed multiple projects for commuter, intercity and high speed rail. She was on the Transportation Research Board Intercity Passenger Rail Committee for nine years. Prior to joining Capitol Corridor, Camille was a consultant at CDM Smith in San Francisco and HNTB Corporation in Oakland. She holds Master’s degrees in City Planning (MIT) and Transportation Engineering (UC Berkeley).

 

Nicole Franklin, Link21 Engagement and Outreach Manager
Nicole Franklin is the Engagement and Outreach Manager for Link21.  She is a community engagement and land use professional with over 20 years of experience working with government agencies, community groups, and multidisciplinary teams during the entitlement, permitting, funding, and construction phases of private development and public infrastructure projects. She currently serves as Public Engagement Manager, directing the Link21 Engagement and Outreach work, which includes, public outreach and engagement, media relations, government relations, branding and marketing, and equity policy and outreach.

 

 

 

Nicole Ferrara, OakDOT Major Projects Division Manager
Nicole Ferrara has worked on the intersection of public health and urban planning for nearly 15 years and believes that all people deserve to live in cohesive communities where health and wellbeing are woven into the fabric of our streets and public spaces, regardless of your zip code, race, wealth, age or ability. Adam Varat, Port of San Francisco
Adam Varat, Port of San Francisco, is the Deputy Program Manager for the Port’s Waterfront Resiliency Program. Prior to this role, Adam was Deputy Director of the San Francisco Planning Department’s Citywide Planning Division, a 50-person team of planners focusing on long-range and comprehensive planning initiatives. Adam has over fifteen years of experience in long-range planning, policy, and urban design. As part of this role, Adam oversaw the Division’s urban design, resilience and sustainability, and plan implementation functions. Prior to joining the San Francisco Planning Department, Adam worked as an urban planner and designer with Calthorpe Associates in Berkeley, California and participated in the EDAW (now AECOM) Summer intern program in San Francisco, California. Adam holds a Masters Degree in City Planning and Certificate in Urban Design from the Massachusetts Institute of Technology and a B.A. from the University of California at Berkeley.

Please join ACEC Bay Bridge Chapter for a lively discussion from the owners’ and contractor’s perspective about “Best Practices for Designers in Alternative Delivery Methods”. Panel participants will be noted alternative delivery experts Tilly Chang and Carl Holmes of San Francisco County Transportation Authority, Geoff Neumayr of San Francisco International Airport, and Ural Yal of Flatiron Construction. Moderating the discussion will be Liam Malone, partner at Litchfield Law, where Liam has advised clients in all types of contractual issues in alternative delivery methods.

About The Speakers:

Tilly Chang, Executive Director, SFCTA. Tilly serves as Executive Director of the San Francisco County Transportation Authority. As the Congestion Management Agency and transportation sales tax administrator for San Francisco, the SFCTA collaborates with public agencies, community groups and the private sector to improve San Francisco’s local and regional system.  Ms. Chang has 25 years of experience, including 15 years with the SFCTA where she previously served as Deputy Director for Planning. She has also held posts with the World Bank, Metropolitan Transportation Commission, and a technology startup.  Ms. Chang attended M.I.T. and UC Berkeley and serves on the boards of the California Transportation Foundation, SPUR and UC CONNECT.

Carl Holmes, PE, MS, CCM, Deputy Director for Capital Planning, SFCTA, Carl joined SFCTA in October of 22 after 7 years of working at BART, 5 in the capacity of Assistant General Manager, Planning, Development and Construction. Throughout his career, Carl has managed a variety of alternative delivery projects, including the BART Communications Based Train Control system and the BART Headquarters. Carl has over 27 years as an engineering and construction professional driving public and private projects totaling approximately $10 Billion in the San Francisco Bay Area.

Geoff Neumeyr, SE, DBIA,  San Francisco International Airport, Chief Resilience and Sustainability Officer. Geoff spent almost 7 years as SFO’s Chief Development Officer before transitioning to the Chief Resilience and Sustainability Officer role. During his tenure, Geoff has championed SFO’s use of Progressive Design Build as a delivery method, and is regarded as a noted expert in the field.

Ural Yal, Senior Vice President at Flatiron. Ural has more than 24 years of construction industry experience including 14 years as executive oversight of several heavy civil construction projects across California. Ural joined Flatiron in 2017, focusing on acquisitions, operations, commercial management and business strategy during his career. Some of the Flatiron projects in Ural’s portfolio includes the Los Angeles World Airports, LAX Automated People Mover, I-105 Express Lanes, and Redlands Passenger Rail projects. In his current role, Ural leads major pursuits for Flatiron companywide and develops key partnering relationships.

Moderator:
Liam Malone, Litchfield Law.  Liam is an attorney representing design-professionals and construction industry clients throughout California and the U.S. He is currently the chair of the ACEC Bay Bridge Chapter’s Grassroots Committee, working on policy issues important to ACEC’s membership.  In his practice, Liam serves as trial counsel and outside general counsel for firms ranging from sole practitioners to various companies in the ENR Top 50.
